Are my family members covered in the echs scheme?

ESM along with his/her following dependent family member are covered under the scheme. Details are as under:-

1. Relationship -> Spouse

Criteria:

1. Legally wedded wife including more than one wife. Spouse living separately is included as dependent, as long as the ESM pensioner is responsible for her maintenance. In case spouse remarries, then he/she is not entitled.

2. In the event of plural marriage, where it is permitted by the rules, the following conditions should be fulfilled for claiming ECHS membership :-

(aa) Necessary casualty for entering into plural marriage should have been published through Unit Part II Orders and names of all wives should be found recorded in the Service Discharge Book/Service Particulars Retired Officers booklet issued by respective Service HQs.

(ab) The names of all wives, should be found recorded in the PPO for grant of ‘Family Pension’ award.

(ac) In case of widows, the wives should be in receipt of a share of ‘Family Pension’ and PPO produced in support of evidence.

(ad) If a war widow remarries then she and her children from first marriage are eligible. Her husband, however, will NOT be eligible.

2. Relationship -> Family Pensioner

Criteria:

Implies the legally wedded spouse of an Armed Forces personnel, whose name figures in the service records of the personnel and whose husband/wife (as the case may be) has died either while in service or after retirement and is granted family pension.

This term also includes a child or children drawing family pension on the death of his/her pension drawing father/mother, as also parents of a deceased bachelor soldier, who are in receipt of family pension.

3. Relationship -> Dependent Unemployed & Unmarried Daughter(s)

Criteria:

(i) Her/their details must exist in the service record of the pensioner.

(ii) Eligible till they start earning or get married whichever is earlier.

(iii) Dependent, divorced/abandoned or separated from their husband/widowed daughters whose income from all sources is less than Rs 9000/- (excluding DA) per month are entitled.

(iv) PwD Act is applicable for daughters as well. As unmarried daughters are eligible, a married daughter to whom PwD is applicable is not eligible.

4. Relationship -> Dependent Unemployed & Unmarried Sons

Criteria:

(i) His/their details must exist in the service record of the pensioner.

(ii) Son is eligible for ECHS membership till he starts earning or gets married or attains the age of 25 years, whichever is earlier.

(iii) In addition, the scheme provides white card facilities for critical disabilities as per provision of Person with Disability Act (PWD Act) - 2016. PWD Act provides opportunity for treatment to dependent of beneficiaries over and above the laid down criteria of age. These concessions are currently applicable for 21 disabilities:-

(a) Blindness.

(b) Low-vision.

(d) Hearing Impairment (deaf and hard of hearing).

(e) Locomotor Disability.

(f) Dwarfism.

(g) Intellectual Disability.

(h) Mental Illness.

(j) Autism Spectrum Disorder.

(k) Cerebral Palsy.

(l) Muscular Dystrophy.

(m) Chronic Neurological conditions.

(n) Specific Learning Disabilities.

(o) Multiple Sclerosis.

(p) Speech and Language Disability.

(q) Thalassemia.

(r) Hemophilia.

(s) Sickle Cell Disease.

(t) Multiple Disabilities including deaf, blindness.

(u) Acid Attack Victim.

(v) Parkinson’s Disease.

5. Relationship -> Step/Adopted Children

Criteria:

Children including step children, legally adopted children, children taken as wards by the Government servant under the Guardians and Ward Act 1980 provided that such a ward lives with him, treated as a family member and are given the status of a natural-born child through a special will executed by the Government servant.

6. Relationship -> Dependent Parents

Criteria:

(i) Parents (excluding step parents), subject to the following :-

(aa) Father and mother of the ESM pensioner shall be deemed to be dependent if they normally reside with the ESM pensioner and their combined income from all sources does NOT exceed Rs 9,000/ per month (excluding DA).

(ab) “Parents i.e, mother and father” of unmarried deceased soldier and in case of deceased parents, then ‘NOK’ of unmarried deceased soldier are also eligible, provided they are in receipt of liberalized

family pension.

(ac) In case of adoption, adoptive parents and not real parents.

(ad) If adoptive father has more than one wife, only the first wife.

(ae) In case of female employees, parents or parents-in-law, at her option, subject to the conditions of dependency and residence etc being satisfied.

7. Relationship -> Dependent Sisters

Criteria:

(i) Dependent unmarried/divorced/abandoned or separated from their husband/widowed sisters.

(ii) Irrespective of age whose income from all sources is less than Rs 9000/- (excluding DA) per month.

8. Relationship -> Dependent Brothers

Criteria:

(i) Minor brother(s) up to the age of becoming a major.

(ii) Brothers suffering from permanent disability either ,physically or mentally, without any age limit provided he is unmarried, not having own family, wholly dependent, residing with principal ECHS Card holder beneficiary and whose income from all sources is less than Rs 9000/- (excluding DA) per month.

9. Relationship -> Minor Children of widowed/separated daughters

Criteria:

Minor Children of widowed/separated daughters who are dependent upon the ECHS beneficiary and normally residing with him, shall be eligible upto the age of 18 years.

क्या मेरे परिवार के सदस्य ईसीएस योजना में शामिल हैं?

ईएसएम के साथ-साथ उसके निम्नलिखित आश्रित परिवार के सदस्य भी इस योजना के अंतर्गत आते हैं। विवरण इस प्रकार हैं:-

1. रिश्ता -> जीवनसाथी

मानदंड:

1. एक से अधिक पत्नियों सहित कानूनी रूप से विवाहित पत्नी। अलग रह रहे पति-पत्नी को आश्रित के रूप में शामिल किया जाता है, जब तक कि ईएसएम पेंशनभोगी उसके भरण-पोषण के लिए जिम्मेदार है। यदि पति या पत्नी पुनर्विवाह करता है, तो वह इसका हकदार नहीं है।

2. बहुविवाह की स्थिति में, जहां नियमों द्वारा इसकी अनुमति है, ईसीएचएस सदस्यता का दावा करने के लिए निम्नलिखित शर्तों को पूरा किया जाना चाहिए: -

(एए) बहुवचन विवाह में प्रवेश के लिए आवश्यक दुर्घटना को इकाई भाग II आदेशों के माध्यम से प्रकाशित किया जाना चाहिए और सभी पत्नियों के नाम संबंधित सेवा मुख्यालय द्वारा जारी सेवा निर्वहन बुक/सेवा विवरण सेवानिवृत्त अधिकारियों की पुस्तिका में दर्ज किए जाने चाहिए।

(एबी) 'पारिवारिक पेंशन' पुरस्कार के अनुदान के लिए सभी पत्नियों के नाम पीपीओ में दर्ज होने चाहिए।

(एसी) विधवाओं के मामले में, पत्नियों को 'पारिवारिक पेंशन' का हिस्सा मिलना चाहिए और साक्ष्य के समर्थन में पीपीओ प्रस्तुत किया जाना चाहिए।

(एडी) यदि कोई युद्ध विधवा पुनर्विवाह करती है तो वह और उसकी पहली शादी से हुए बच्चे पात्र हैं। हालाँकि, उसका पति पात्र नहीं होगा।

2. रिश्ता -> पारिवारिक पेंशनभोगी

मानदंड:

इसका तात्पर्य सशस्त्र बल कर्मियों के कानूनी रूप से विवाहित पति या पत्नी से है, जिनका नाम कर्मियों के सेवा रिकॉर्ड में दर्ज है और जिनके पति/पत्नी (जैसा भी मामला हो) की सेवा के दौरान या सेवानिवृत्ति के बाद मृत्यु हो गई हो और उन्हें पारिवारिक पेंशन दी गई हो।

इस शब्द में एक बच्चा या उसके पेंशन पाने वाले पिता/माता की मृत्यु पर पारिवारिक पेंशन पाने वाले बच्चे, साथ ही एक मृत कुंवारे सैनिक के माता-पिता भी शामिल हैं, जो पारिवारिक पेंशन प्राप्त कर रहे हैं।

3. रिश्ता -> आश्रित बेरोजगार और अविवाहित बेटियाँ)

मानदंड:

(i) उसका विवरण पेंशनभोगी के सेवा रिकॉर्ड में मौजूद होना चाहिए।

(ii) वे तब तक पात्र हैं जब तक वे कमाना शुरू नहीं कर देते या शादी नहीं कर लेते, जो भी पहले हो।

(iii) आश्रित, तलाकशुदा/परित्यक्ता या अपने पति से अलग हुई/विधवा बेटियां जिनकी सभी स्रोतों से आय 9000/- रुपये (डीए को छोड़कर) प्रति माह से कम है, हकदार हैं।

(iv) PwD अधिनियम बेटियों के लिए भी लागू है। चूँकि अविवाहित बेटियाँ पात्र हैं, एक विवाहित बेटी जिस पर PwD लागू है, पात्र नहीं है।

4. रिश्ता -> आश्रित बेरोजगार और अविवाहित पुत्र

मानदंड:

(i) उनका विवरण पेंशनभोगी के सेवा रिकॉर्ड में मौजूद होना चाहिए।

(ii) बेटा तब तक ईसीएचएस सदस्यता के लिए पात्र है जब तक कि वह कमाना शुरू न कर दे या शादी न कर ले या 25 वर्ष की आयु प्राप्त न कर ले, जो भी पहले हो।

(iii) इसके अलावा, यह योजना विकलांग व्यक्ति अधिनियम (पीडब्ल्यूडी अधिनियम) - 2016 के प्रावधान के अनुसार गंभीर विकलांगताओं के लिए सफेद कार्ड की सुविधा प्रदान करती है। पीडब्ल्यूडी अधिनियम आयु के निर्धारित मानदंडों से अधिक लाभार्थियों के आश्रितों को इलाज का अवसर प्रदान करता है। ये रियायतें वर्तमान में 21 विकलांगताओं के लिए लागू हैं:-

(ए) अंधापन.

(बी) कम दृष्टि।

(सी) कुष्ठ रोग से ठीक हुए व्यक्ति।

(डी) श्रवण हानि (बहरा और सुनने में कठिन)।

(ई) लोकोमोटर विकलांगता।

(च) बौनापन।

(छ) बौद्धिक विकलांगता।

(ज) मानसिक बीमारी।

(जे) ऑटिज्म स्पेक्ट्रम विकार।

(के) सेरेब्रल पाल्सी।

(एल) मस्कुलर डिस्ट्रॉफी।

(एम) क्रोनिक न्यूरोलॉजिकल स्थितियां।

(एन) विशिष्ट सीखने की अक्षमताएँ।

(ओ) मल्टीपल स्केलेरोसिस।

(पी) भाषण और भाषा विकलांगता।

(क्यू) थैलेसीमिया।

(आर) हीमोफीलिया।

(एस) सिकल सेल रोग।

(टी) बहरापन, अंधापन सहित कई विकलांगताएं।

(यू) एसिड अटैक पीड़िता।

(v) पार्किंसंस रोग।

5. रिश्ता -> सौतेले/गोद लिए हुए बच्चे

मानदंड:

सौतेले बच्चे, कानूनी रूप से गोद लिए गए बच्चे, अभिभावक और वार्ड अधिनियम 1980 के तहत सरकारी कर्मचारी द्वारा वार्ड के रूप में लिए गए बच्चे, बशर्ते कि ऐसा वार्ड उसके साथ रहता है, उसे परिवार के सदस्य के रूप में माना जाता है और उसे प्राकृतिक रूप से जन्मे बच्चे का दर्जा दिया जाता है। सरकारी कर्मचारी द्वारा निष्पादित एक विशेष वसीयत।

6. रिश्ता -> आश्रित माता-पिता

मानदंड:

(i) माता-पिता (सौतेले माता-पिता को छोड़कर), निम्नलिखित के अधीन:-

(एए) ईएसएम पेंशनभोगी के पिता और माता को आश्रित माना जाएगा यदि वे सामान्य रूप से ईएसएम पेंशनभोगी के साथ रहते हैं और सभी स्रोतों से उनकी संयुक्त आय 9,000 रुपये प्रति माह (डीए को छोड़कर) से अधिक नहीं है।

(एबी) अविवाहित मृत सैनिक के "माता-पिता यानी, माता और पिता" और मृत माता-पिता के मामले में, अविवाहित मृत सैनिक के 'एनओके' भी पात्र हैं, बशर्ते वे उदारीकृत रसीद प्राप्त कर रहे हों

पारिवारिक पेंशन.

(एसी) गोद लेने के मामले में, दत्तक माता-पिता और वास्तविक माता-पिता नहीं।

(एडी) यदि दत्तक पिता की एक से अधिक पत्नियाँ हैं, तो केवल पहली पत्नी।

(एई) महिला कर्मचारियों के मामले में, माता-पिता या सास-ससुर, उसके विकल्प पर, निर्भरता और निवास आदि की शर्तों को पूरा करने के अधीन।

7. रिश्ता -> आश्रित बहनें

मानदंड:

(i) आश्रित अविवाहित/तलाकशुदा/परित्यक्ता या अपने पति से अलग/विधवा बहनें।

(ii) उम्र की परवाह किए बिना जिनकी सभी स्रोतों से आय 9000/- रुपये (डीए को छोड़कर) प्रति माह से कम है।

8. रिश्ता -> आश्रित भाई

मानदंड:

(i) वयस्क होने की आयु तक नाबालिग भाई।

(ii) बिना किसी आयु सीमा के शारीरिक या मानसिक रूप से स्थायी विकलांगता से पीड़ित भाई, बशर्ते कि वह अविवाहित हो, उसका अपना परिवार न हो, पूरी तरह से आश्रित हो, प्रमुख ईसीएचएस कार्ड धारक लाभार्थी के साथ रहता हो और जिसकी सभी स्रोतों से आय 9000 रुपये से कम हो। - (डीए को छोड़कर) प्रति माह।

9. संबंध -> विधवा/अलग हो चुकी बेटियों के नाबालिग बच्चे

मानदंड:

विधवा/अलग हो चुकी बेटियों के नाबालिग बच्चे जो हैं ईसीएचएस लाभार्थी पर निर्भर और सामान्य रूप से उसके साथ रहने पर 18 वर्ष की आयु तक पात्र होगा।
