What is the procedure to obtain ECHS membership if the case is pertaining to Marital Discord case between ESM and their spouse as well as eligible parents also?

As Para 5 of Central Org ECHS letter No B/49707 PR/AG/ECHS/2018 dt 26 Sep 2018 , the procedure for processing of ECHS application in case of marital discord/family dispute cases will be as under :-

(a) 

Spouse/dependent children and dependent parents will be eligible to apply for ECHS membership on production all supporting documents for eligibility of self and his/her children and similarly for dependent parents. 

On the basis of ibid provision, the spouse/dependent children/ dependent parents should apply to DIAV for Army, DESA for Navy & DAV for Air Force who will facilitate in obtaining copy of PPO from respective Record offices. 

The application should be duly supported with an identity proof in the form of Aadhaar Card, PAN Card, Ration Card, Marriage Part II order & Dependent Card issued by District Soldier Board. 

DIAV/DESA/DAV will endorse a letter to the primary beneficiary to give him/her an opportunity to apply for cards himself/herself within 30 days for eligible family members.

(b) 

On obtaining approval from Central Org ECHS (Ops & Coord), the spouse/dependent children/dependent parents should apply through ”online application” portal of ECHS website under Marital Discord category for issueof ECHS Smart Card. 

Once the online application is successfully filled up alongwith payment for the card(s), the indl will be able to generate “Temporary Slip” for the affected persons. 

The same will be activated at dependent Polyclinics with a validity of three months at a time or till receipt of card whichever is earlier. The Temporary Slip will allow med treatment to the concerned persons till receipt of Smart Card.

(c) 

In Marital discord case, the ECHS membership granted will be for a limited period of one year or till resolution/divorce whichever is earlier. The same will be renewed in case of status quo beyond a year.

(d) 

The membership of spouse will be discontinued once a divorce is granted & settled. The responsibility of informing of divorce will be that of the primary beneficiary/ESM. 

If not informed and any treatment taken by thedivorced lady post divorce/recovery due will be on the primary beneficiary/ESM including for those children staying with him/her.

(e) 

CO ECHS letter No B/49707-PR/AG/ECHS/2018 dt 26 Sep 2018 in this regard is also available on ECHS website.

वैवाहिक कलह के मामले

यदि मामला ईएसएम और उनके पति या पत्नी के साथ-साथ योग्य माता-पिता के बीच वैवाहिक कलह से संबंधित है तो ईसीएचएस सदस्यता प्राप्त करने की प्रक्रिया क्या है?

केंद्रीय संगठन ईसीएचएस के पत्र संख्या बी/49707 पीआर/एजी/ईसीएचएस/2018 दिनांक 26 सितंबर 2018 के पैरा 5 के अनुसार, वैवाहिक कलह/पारिवारिक विवाद के मामलों में ईसीएचएस आवेदन के प्रसंस्करण की प्रक्रिया निम्नानुसार होगी: -

(ए)

पति/पत्नी/आश्रित बच्चे और आश्रित माता-पिता स्वयं और अपने बच्चों की पात्रता के लिए सभी सहायक दस्तावेज प्रस्तुत करने पर और इसी तरह आश्रित माता-पिता के लिए ईसीएचएस सदस्यता के लिए आवेदन करने के पात्र होंगे।

उपरोक्त प्रावधान के आधार पर, पति/पत्नी/आश्रित बच्चों/आश्रित माता-पिता को सेना के लिए डीआईएवी, नौसेना के लिए डीईएसए और वायु सेना के लिए डीएवी में आवेदन करना चाहिए जो संबंधित रिकॉर्ड कार्यालयों से पीपीओ की प्रति प्राप्त करने में सुविधा प्रदान करेंगे।

आवेदन को आधार कार्ड, पैन कार्ड, राशन कार्ड, विवाह भाग II आदेश और जिला सैनिक बोर्ड द्वारा जारी आश्रित कार्ड के रूप में पहचान प्रमाण के साथ विधिवत समर्थित होना चाहिए।

DIAV/DESA/DAV प्राथमिक लाभार्थी को पात्र परिवार के सदस्यों के लिए 30 दिनों के भीतर कार्ड के लिए आवेदन करने का अवसर देने के लिए एक पत्र का समर्थन करेगा।

(बी) 

केंद्रीय संगठन ईसीएचएस (ऑपरेशन और समन्वय) से अनुमोदन प्राप्त करने पर, पति/पत्नी/आश्रित बच्चों/आश्रित माता-पिता को ईसीएचएस स्मार्ट कार्ड जारी करने के लिए वैवाहिक कलह श्रेणी के तहत ईसीएचएस वेबसाइट के "ऑनलाइन आवेदन" पोर्टल के माध्यम से आवेदन करना चाहिए।

एक बार कार्ड के लिए भुगतान के साथ ऑनलाइन आवेदन सफलतापूर्वक भर जाने के बाद, कंपनी प्रभावित व्यक्तियों के लिए "अस्थायी पर्ची" उत्पन्न करने में सक्षम होगी।

इसे आश्रित पॉलीक्लिनिक में एक बार में तीन महीने की वैधता के साथ या कार्ड प्राप्त होने तक, जो भी पहले हो, सक्रिय किया जाएगा। अस्थायी पर्ची स्मार्ट कार्ड प्राप्त होने तक संबंधित व्यक्तियों को चिकित्सा उपचार की अनुमति देगी।

(सी) 

वैवाहिक कलह के मामले में, दी गई ईसीएचएस सदस्यता एक वर्ष की सीमित अवधि के लिए या समाधान/तलाक तक, जो भी पहले हो, होगी। एक वर्ष से अधिक की यथास्थिति की स्थिति में इसे नवीनीकृत किया जाएगा।

(डी) 

तलाक दिए जाने और निपटारे के बाद पति या पत्नी की सदस्यता बंद कर दी जाएगी। तलाक की सूचना देने की जिम्मेदारी प्राथमिक लाभार्थी/ईएसएम की होगी।

यदि सूचित नहीं किया गया है और तलाक/वसूली के बाद तलाकशुदा महिला द्वारा किए गए किसी भी उपचार की जिम्मेदारी प्राथमिक लाभार्थी/ईएसएम पर होगी, जिसमें उसके साथ रहने वाले बच्चे भी शामिल हैं।

(ई) 

इस संबंध में सीओ ईसीएचएस का पत्र संख्या बी/49707-पीआर/एजी/ईसीएचएस/2018 दिनांक 26 सितंबर 2018 भी ईसीएचएस वेबसाइट पर उपलब्ध है।
